UA does give wonderful discount for plug-in purchases. This way UA controls the licenses, and UA prohibits users from selling plug-ins with out also selling hardware. Then a human at UA has to do the transfer.

When one registers a new piece of hardware, the licenses for the plug-ins stay with that hardware.
